After reading that, did I correctly come to the conclusion that your testing basically points out that your desktop when using the existing Windows 10 install and all that history -- whatever it is -- versus your Windows 10 clean install is working much slower? Then I'd be at the conclusion you want to deny, backup, and do a clean install. I'm making the assumption that difference in hardware involved between these two Windows installs is as small as you are using a different partition on the same hard drive for the clean install.

If its more different than that, then your issue may be about the difference in the hardware, drivers, controllers, cables and their type that are involved to access the "original Windows" install C: drive and your "clean install drive". The performance of hardware is much bigger factor in the equation when you are at this level of speed. Same adapter works perfect in a clean Windows install on the same PC. A simple test might be to open Task Manager, choose "More details" on the Processes tab, and sort by Network.

Watch the processes bounce up and down the list for a while, and see if one process stays at the top. If that process isn't necessary, shut it down and run a speed test again.
